How to Dispose of Gel Packs and Why Ice Packs Are Better for Shipping

If you receive meal kits, groceries, pharmaceuticals or other temperature-sensitive products, you may have wondered how to dispose of gel packs after opening the box. The answer is not always as straightforward as it seems. Some gel packs can be reused, some need to go in the garbage, and others are specifically formulated to be emptied down the drain. Even if a product is described as “non-toxic” or “water-based,” that does not necessarily mean the gel is safe for household plumbing.

For companies shipping refrigerated products at scale, this creates more than a minor inconvenience for customers. Cold-pack composition can affect packaging waste, disposal instructions, customer experience and, increasingly, Extended Producer Responsibility (EPR) obligations and fees. This is one reason some businesses are moving toward a simpler alternative: cold packs filled with 100% water rather than gel.

How to Dispose of Gel Packs

If you are trying to figure out how to dispose of gel packs, the first step is to check the manufacturer's instructions. Gel formulations vary significantly, so there is no single disposal method that applies to every product.

If the pack is still intact, reusing it is often the simplest option. Many gel packs can be refrozen and used again in coolers or lunch bags. If reuse is not practical, do not pour the contents down a sink or toilet unless the manufacturer specifically says the formulation is drain-safe. For conventional gel packs, disposal instructions often recommend placing the gel or the entire pack in household garbage. The outer plastic pouch may also need to be handled separately because flexible plastic film is not accepted in every curbside recycling program.

Local waste guidance reflects this variation. The City of Calgary, for example, advises residents to place hot and cold packs in the garbage and specifically says not to pour the gel or liquid contents down the drain. See Calgary's disposal guidance. The City of San José similarly recommends putting conventional gel from ice packs in the garbage, while water-only packs can be thawed, opened and drained. See San José's meal-kit disposal guidance.

The important point is that gel-pack disposal depends on the formulation, so consumers should not assume every cold pack can be handled the same way.

Can Gel Packs Go Down the Drain?

Not always. A common misconception is that a gel pack can safely go down the sink simply because it is mostly water or described as non-toxic. In practice, “non-toxic,” “water-based” and “drain-safe” are different claims.

Cold-chain manufacturer Pelton Shepherd, for example, says one of its conventional Glacier Ice gel packs is more than 99% water and non-toxic, but still warns that the gel is not drain-safe and may clog plumbing. The company also offers other products that are specifically formulated to be drain-safe. See Pelton Shepherd's disposal instructions.

ThermoSafe provides similar guidance for its standard PolarPack gel packs, recommending that the gel be placed in the trash rather than poured down the drain. See ThermoSafe's refrigerant disposal guidance.

So if you are asking, “Can gel packs go down the drain?”, the safest answer is to do so only when the manufacturer explicitly says that particular formulation is drain-safe.

Are Gel Packs Recyclable?

Usually not as a complete pack. A typical gel pack combines two different materials: the refrigerant or gel inside and a flexible plastic pouch around it. The gel may need to be disposed of separately, while the plastic film may or may not be accepted by local recycling programs.

This means proper disposal can involve several steps: thawing the pack, opening it, disposing of the gel correctly, cleaning the pouch and then identifying an appropriate recycling stream for the film. For an individual consumer, this may simply be inconvenient. For a meal-kit company, online grocer or mail-order pharmacy sending thousands of refrigerated orders every day, however, disposal becomes part of the customer experience.

Why Water Ice Packs Are Simpler

A cold pack filled with 100% water removes much of this uncertainty. Once thawed, the water can simply be drained, leaving only the outer packaging to be managed according to local recycling or waste rules.

Relocalize water cold packs contain 100% water with no gel, additives or colouring, sealed inside food-grade film. Learn what Relocalize cold packs are made of. For the end user, the disposal instructions are much easier to understand: thaw the pack, drain the water, and dispose of or recycle the empty film according to local requirements.

The pouch still needs to be managed responsibly, so a water cold pack is not a zero-waste product. The advantage is that removing the gel also removes an additional material from the disposal process.

Do Gel Packs Perform Better Than Water Ice Packs?

Not necessarily. Gel packs are widely used in cold-chain shipping because they are convenient and can be manufactured in different formulations, but gel itself is not automatically required for effective cooling.

For many refrigerated shipping applications, water cold packs can deliver comparable thermal performance to gel packs. The performance of the overall packaging system depends on factors such as refrigerant weight, insulation, starting temperature, box dimensions, cold-pack placement, ambient conditions and shipping duration.

Relocalize has conducted independent thermal testing comparing its water cold packs with conventional gel packs in meal-kit packaging. In that specific 72-hour test configuration, the Relocalize water packs remained within the protective temperature window longer before crossing 4°C. Testing was conducted by an A2LA-accredited laboratory under ISO/IEC 17025:2017 accreditation. See Relocalize cold-pack performance information.

The takeaway is not that gel never performs well. It is that gel is not necessarily required to achieve the cooling performance needed for many refrigerated shipments. Specialized applications that require specific phase-change temperatures or sub-zero conditions may still benefit from engineered gel or other phase-change materials, so any cold-chain packaging system should be validated for its intended use.

Gel Packs and EPR: Why Material Choice Matters

Disposal is not the only reason businesses should pay attention to cold-pack materials. Extended Producer Responsibility, or EPR, is increasingly shifting packaging waste costs from municipalities to the companies that place packaging on the market. Depending on the jurisdiction, reporting requirements and fees can be influenced by packaging material, weight and recyclability.

In the United States, states including California and Oregon have introduced packaging EPR programs. California's SB 54 establishes producer-responsibility requirements for covered packaging, while Oregon's Recycling Modernization Act requires producers of covered products to report materials and pay applicable fees.

In Canada, several provinces already operate producer-responsibility systems for packaging. Ontario completed its transition to a producer-run Blue Box system in 2026, shifting responsibility for residential packaging waste from municipalities to producers. See Ontario's Blue Box producer requirements.

The United Kingdom provides an especially clear example of why packaging weight can matter financially. Under its packaging EPR system, affected producers report packaging data and can be charged waste-management fees based on material and weight. The Year 1 base fee for plastic packaging was set at £423 per tonne. See U.K. packaging EPR guidance.

Across the European Union, the Packaging and Packaging Waste Regulation is also strengthening requirements around packaging reduction, recyclability and producer responsibility. See the European Commission's packaging waste overview.

The exact treatment of a gel pack depends on the jurisdiction and how the product is classified, so businesses should confirm the rules that apply to their packaging. The broader trend, however, is clear: additional packaging materials can create additional reporting complexity, waste-management costs or EPR exposure. With a water-based cold pack, the refrigerant itself is simply water.

Why Water Cold Packs Can Be Better for Shipping

When a water pack can meet the required thermal performance, it offers several practical advantages over conventional gel. Disposal is simpler because customers can drain the water rather than determine how to handle an unfamiliar gel, and the instructions are easier to communicate. Water also reduces material complexity because the refrigerant does not require an additional gelling agent.

There may also be EPR advantages depending on how the product is classified in a particular jurisdiction. If reducing packaging material complexity or reportable weight lowers a company's EPR exposure, that can translate into a direct operational benefit. At the same time, properly designed water packs can provide the thermal performance needed for many refrigerated shipping applications.

These benefits are especially relevant for high-frequency D2C shipments such as meal kits, online groceries and direct-to-patient pharmaceuticals, where customers may receive several cold packs in every delivery.

Why Ship Frozen Water Long Distances?

There is another part of the cold-pack supply chain worth reconsidering. Traditional cold packs may be manufactured at one facility, transported to another location, frozen or stored there, and then moved again before they are finally used in a shipment. In many cases, most of the product being transported is water.

Relocalize takes a different approach by producing 100% water cold packs directly at distribution and fulfillment centers. This reduces the need to transport finished cold packs over long distances or maintain large inventories across multiple frozen-storage locations.

Relocalize micro-factories can form, fill, seal, freeze and supply ready-to-use cold packs where they are needed. Learn more about Relocalize cold packs, our direct-to-patient pharmaceutical cold-chain solution, or the technology behind our autonomous micro-factories.

Frequently Asked Questions

How do you dispose of gel packs?

Check the manufacturer's instructions first and reuse intact packs where practical. If the gel is not specifically identified as drain-safe, it is commonly disposed of in household garbage. The empty pouch may need to be handled separately depending on local recycling rules.

Can gel packs go down the drain?

Only if the manufacturer specifically says the formulation is drain-safe. Some conventional gels may clog household plumbing even when they are described as non-toxic or water-based.

Can gel packs be recycled?

Usually not as a complete pack. The contents generally need to be removed first, and the empty plastic pouch may require a flexible-film recycling program depending on local rules.

Are water ice packs better than gel packs?

For many refrigerated shipping applications, water packs can provide comparable thermal performance while offering simpler disposal and lower material complexity.

Do gel packs last longer than water ice packs?

Not necessarily. Performance depends on the overall thermal packaging system, including pack weight, insulation, placement, shipping duration and ambient temperature.

Do EPR rules apply to gel packs?

Potentially. Treatment depends on the jurisdiction, product classification and packaging rules, so businesses should confirm the requirements that apply to their specific cold-chain packaging.
